Because the 100 year old lady that lives on the other side of the street was TRYING TO WALK HER CAT and the cat wasn't following her like it was supposed to.

WTF? When I was at the vet the other day, some lady came out from the back with her cat ON A LEASH. Same deal, the cat was not having it. Maybe the cat understands it to be as weird as I did and was not cooperating. For some reason, I just think leash = dog... or unruly toddler.
